It’s not a corrupt decision, it’s just a bad decision. You’re letting them off with being shit by saying it’s corruption.
The problem is that VAR agreed that it was not a sending off offence having seen the incident from every angle.

Law 12 states: In addition, a player who, when not challenging for the ball, deliberately strikes an opponent or any other person on the head or face with the hand or arm, is guilty of violent conduct unless the force used was negligible.

There was no attempt whatsoever in playing the ball. If it had been in the street, rather than on a football pitch, it would have been ABH as a minimum.

Where two separate arbiters can arrive at the same conclusion that it was NOT a violent conduct offence, bearing in mind the definition above from the LotG, then that looks to me like collusion/corruption, and not just them "being shit".
