they can bring on a free sub if they pass they come back on if they fail they stay off but the substitution dosnt count with the sub rulings

Yeah, I can see the reasoning behind that, but that is going to be incredibly controversial (now we have another authority removed from the pitch making potentially match-influencing decisions) and gamed to death (as I said before, teams will be using it to get fresh legs on the pitch for a period).
