The last bit is the biggest problem.

They do it once or twice literally every match, usually right when the opposing team starts to gain some momentum for themselves.

Arsenal are obviously violating the spirit of the laws and they need to be called out for it.

What teams, outside of the PL, would have paid c£45m for each? We cannot give players away or just accumulate players to stop other teams signing them.

Do you honestly think Arsenal would not have been able to sign two players as good as those for a total of close to £100m?!

I strongly disagree. Liverpool need to target their leaders like xhaka and jesus as they are susceptible to getting emotional. That will cause arsenal to become uncertain when they see the leaders get rattled
