My perspective on your questions:How much power does he have from November to the inauguration? Does trump have to run stuff past Biden or could the USA go to war on Trumps say so?
1) I doubt he's running again, though others have made the point that if he's wildly popular in 24, can he turn it down? I think he will.
2) There will always be a large number of voters -- probably a majority -- who will vote one way all the time, Republican or Democrat. I would guess that's where the lion's share of Trump's support comes from.
3) Trump has to run nothing by Biden and will be likely to make the transition as messy and as uncomfortable as possible (breaking every previous transition in American history I suspect). I think the biggest issue -- assuming Trump accepts the results (which he's said he may not, but if he gets creamed, may create few options but to accept whilst protesting the unfairness of it all) -- will be his attempts to pardon himself, his family and his cronies for all Federal crimes. Yes, he can pardon in advance on any indictment for anything. Research during Watergate suggests the President can pardon himself. I would guess that will be the narrative -- self-preservation and befouling the nest for the next occupant, but not starting a war.
