The Power to impeach the President rest solely with the House. The house is like the States Attorney for the Country when it comes to getting rid of a President. This only they have the power to bring or not bring the Case (i.e. impeach)
The Senate is like the Court. So they determine how the Lawyer's (The House) case should be decided (i.e Removal).
So if the Lawyer (House) decides they don't believe they have a case to bring to Court, then there is nothing for the Court (Senate) to decide on.
