There's no innocent countries involved. If you allow the USA to launch bombing raids and launch missiles from your territory, you are a party to the war, and it's entirely legitimate for the country being bombed to retaliate against you.

There's a lot of innocent civilians being affected in the gulf because their governments are beholden to the US and miscalculated America's ability to protect them after dragging them into a war.
