There is a simple answer but it repels Gammons -

1/ create safe legal ways to get here
2/ process claims whilst those who arrive are here
3/ whilst you are doing that let them work ( that way they can pay for accommodation rather than have the tax payer do so and pay tax if they earn enough )
4/ Fill some of the 1.3m vacancies that are helping cripple the economy
