It just seems that way because you follow City's transfer stories more closely.

Liverpool were supposed to be really close to signing Salah, then Chelsea suddenly agree a deal. Similarly Spurs with Willian.

Chelsea's deals seem to go through pretty smoothly because they, like us, have plenty of money to spend, but unlike us, are willing to pay excessive agents fees on top (Hazard).
