Sorry, but I do this for a living.
If it's really down to PSG, (and I've only got your word for that), then there's nothing to stop City making a small helpful announcement, for those fans who've already made travel arrangements, aren't sure if they're going to qualify, whether we've got to collect our tickets from a designated pick-up point, or God forbid, even the reason for the delay.
It's called Customer Service. Something that City used to be good at.

I'm basing my ideas that it's down to PSG on the fact that their website says that it's not possible to buy tickets yet. I can't see us being able to announce anything before they do.

At the moment you can't even buy tickets from the official PSG site. That will be my way to get a ticket for the match. As a German it won't be a problem to get one. No chance for me to get one in our end. For their end you get a "print at home" ticket. So no collection at any place in Paris and more time for pre drinking.
