If what you posit is correct, then the read o your post explains it all.
Putin = ex KGB ergo his ex friends are the one who are corrupt and need to be got rid of. Putin does not want to be the one to sell his friends down the river so in comes 'fresh face' to tidy it all up and if it is populist, Putin comes back to carry it on and if it is not, Putin comes back to stop it.
Classic win-win or Putin.
Then again that could just be a simplistic and cynical view?
