It is a mode of transport. Owning it would be legal as long as you had all the correct documentation. Using it would require the right licenses and training.

answer is yes to the first three, yes to the first two on the second picture and a qualified yes to the third. This is because it is legal if licenced (eg for blasting purposes in quarries or for demolishing buildings)
