I don't believe that supposed offer of 23m euros is true. For a start we nearly always do deals with add-ons.
Something like 23m upfront rising to 30m with add-ons I could believe for an opening offer but no add-ons mentioned has the sceptical side of me calling bullshit.

How he got that Reijnders deal over line I don’t know, Milan are only receiving a base fee of 41 million pounds. Reijnders former club have a 10% sell on clause. Milan fans online are angry

I reckon Fernando Couto had a few choice words with Viana moving the goal posts!
If there is some truth to this low-ball offer, part of me is concerned we begin to get a Levy-type reputation of being a pain to deal with.
I'm all for one in getting the best value deal, although perhaps not at the expense of reputation.
I do remember one tender process where our company submitted a piss-take of a bid only to annoy the procurement lead who got all emotional & refused to interact any further. Even when we eventually crawled back & said we would match the competitor bid.
