Well, Oliver is from Northumberland, so it's hardly a surprise if he is. Also, Oliver hasn't reffed Newcastle in the league this season, which does suggest that he's not allowed to.

I'm not sure what Oliver has to do with it though - Friend is the ref for Newcastle next week.

He bottled some decision when referring Norwich match a couple of weeks ago. Norwich are a direct rival of them so surely he should have come under the same ruling?

Oh, right.
Don't know - it's likely that no-one complained about him to trigger anything.
It would also be pretty tricky if a ref couldn't cover 4 or 5 teams, which could happen.
It used to be a 15 mile radius to not referee, but that's been done away with.
