No one owns anything in space as it's something to do with an international treaty signed during the cold war (basically to stop it kicking of in space). And when we go back its going to be that expensive to set up a permanent base its going to be an international effort like the international space station. So who ever chips in is probably going to get the deuterium (were all right the UK & EU are well in there).
 
My bad again its not deuterium it helium 3 they want on the moon.

There are many benefits to this plan. To begin with, helium-3 is not radioactive and would not cause pollution. It can be converted to electricity at twice the efficiency of other energy sources. Importantly, only one metric tonne of helium-3 could power one sixth of the UK for a year. "

And if Darius Vassell ever went, he would do the work of both astronauts, set up the landing then miss the moon completely.
Dunney would do all the hard work, be hovering just above the surface then hit the accelerator rather than the brakes and smack into the moon at full tilt wrecking the mission altogether.
