Let me clarify for your simple mind. If ALL areas of law including riot prevention were not just ordered to stand their and get shit thrown at them, but were permitted to use violent force this would be quelled already.

There is rioting on the streets of Tottenham. A bus, and two police cars have been set alight, and there are running battles with riot officers. As much as Spurs fans dislike it, they should just accept that Modric wants to leave!
