Well yeah, but at least if not, you should choose someone who's actually a top manager.

I think the manager of a national team should be that nationality.

So they just give up whatever citizenship they have and get a quickie citizenship of their new country. Also falls foul of European law in restriction of employment opportunities. (so could effect future English managers ;)
