They would have to disband the current council and start something new as Ruskies are deemed a permanent member in this iteration and would need to vote themselves out.

I'm talking about A possible future, but if Putin goes and Russia wants to re-integrate and have sanctions removed, voting themselves out of the SC might be a condition of that.

This would obviously rely on complete Russian failure, Putin's demise and a complete regime change.
