Everything in Russia is outsourced with so many kick backs and dodgy payments that this wont seem odd to them at all.Can't quite get my head around the idea of a private army, particularly on the Wagner scale. How on earth is a "Private Military Company" financed that it can own aircraft and fund 50,000 - 100,000 (or however many troops they have) with better equipment than the army of the nation it represents?
Do the Russian government just pay them via a contract? Is it like privatisation over here where we flog off the railways and water companies, or like the Covid procurement where the government give their mates fat contracts to siphon off public money?
