Putin broke it by amassing troops and heavy weaponry on the Ukrainian border, then on 22 February last year he declared it no longer existed and 2 days later showed he wasn't joking by breaking it further by invading Ukraine. That's what happened to the Minsk 2 agreement.

Minsk 2 was a flawed treaty that neither side wanted to honour, but Ukraine was spared the choice because the Russians ignored it completely.
