It's just that he starts by supporting Putin's "NATO encroachment" line, but concludes that until the Russian invasion the west's stance was that Ukraine was a "buffer" state and the invasion changed that. And totally ignores the whole Putin rationale that Ukraine doesn't exist except as part of "Holy Rus".
