Might seem a stupid question but could they already have had some training on a simulator, and could ex fighter pilots from countries with experience in said aircraft have already volunteered to fight? Sooner these birds are flying the better.

You need more than just pilots, you need a whole ground team of mechanics, engineers and controller officers for each plane.
