Not quite, it depends..
Couple of lines version:
They can qualify for the CL if they win CL this season or for EL in 7th spot if Chelsea win CL this season.
They might* qualify in 7th if Arsenal win the FA Cup and come 4th (and Chelsea win CL) or 5th. It's virtually impossible for them to qualify via the fair play league.
*Depends on how you read the info. does the spot go to the league or FA cup runners up, the Premier League site is not clear.
Short version:
If Un***d overturn a 0-2 deficit against Olympiakos and go on to win the CL they qualify for CL next season.
If Chelsea win CL we get an extra EL place and Un***d can qualify for EL by coming 7th in the league.
If Spurs overturn their deficit and go on to win EL and already qualify for Europe we don't get another EL place that would go to 7th position)
If Spurs overturn their deficit and go on to win EL but don't finish in European places they qualify for EL. It has no effect on anyone else.
League Cup winners spot goes to 6th place provided that Manchester City (League Cup Winners) finish in the top 5.
If Manchester City finish outside the top 5 they qualify for the EL qualifying round 3 stage via their league cup win.
Hull, Wigan, Sheffield Utd or Arsenal Qualify for FA cup spot. If Arsenal win and are in top 3 one of other clubs gets this spot. It will not go to 7th place.
If Arsenal win the FA cup and come 5th in the league the EL place might go to 7th place instead of the FA cup runners up.
If Arsenal win the FA cup and come 4th in the league with Chelsea or the rags winning CL there will be a big eff off argument because it's less clear than the previous scenario. See below for why this bit in blue is not clear.
Long Version:
English clubs get 4 CL places, 3 EL places. 5th place guarantees European competition, 6th and 7th are 'hand me down' places from League cup winners and FA cup winners then losers if the 2 relevant clubs qualify by other means.
If an English club wins the CL 4th goes into the EL and we get an extra EL spot.
If an English club wins the EL and qualifies for CL or EL by their league position/ cup spot we do not get an extra EL spot.
If an English club wins the EL and does not qualify for CL or EL by above criteria the club qualifies for EL
The bit in blue:
The Premier League website says that if a club qualifies for the CL and wins the FA cup the FA cup runners up qualify for the EL, it does not mention what happens if the club qualifies for EL and wins the cup. It goes on to say that if the FA cup winners, runners up (if applicable) and league cup winners already qualify for Europe their place goes to the next best placed club in the Premier League.
So, a couple of things are open ended here if a club wins the FA cup and comes 5th or 4th when an English club wins the CL (in this case are they said to have qualified for CL then got deposed into EL or just qualified for EL?)
There is another position for the team that finishes highest in their countries' fair play league that haven't already qualified for Europe, but only if the national association is in the top 3 and has a score above 8. In the last report English teams did have a score above 8, however, we were only 5th.
Un***d are 16th in the Fair Play League as of 2 games ago (takes a while for it to be calculated) and there are 9 teams currently below them that are ahead of them in the FPL. So they have got no chance of qualifying via this route.

This post is rather long and detracting from the campaign, but it's obvious that when Davey's boys finish a respectable 7th with Arsenal winning the Cup and finishing 5th it's only right that any confusion over the qualification spots be ruled in Un***d's favour, because Europe needs them and the cup runners up must be dispensed with forthwith.
