Yeah, they call them neds up here.
Back home in NI, we used to call them 'spides' and I've also heard them called skangers too.

Personally I call them fuck-wits.
 
As a scouser hardly use the term scalls as I live down south now. Even in Liverpool it has decreased in use and most say " lids " instead. Chavvy is romany for youth I believe and some reckon it may have started in chatham in Kent hence Chav.
