Membership is not needed. They have everyone's purchase history going back 20+ years. Easy to differentiate between long standing City fans and away fans without the need for a Membership

If you want to come to a first game, membership is needed. There are so many vistors to Manchester now and taking in a game is part of the visit.
As I said does not worry me, but some piss themselves over a half and half scarf

If they want groups to come to one offs, or several games a season, they should drop the ridiculous membership requirement, or make a membership count for the whole family (or +3 or whatever). But that one's about revenue unfortunately. Allocate a whole section of the North Stand as matchday tickets only maybe.

Its not the law I dont believe.

You can buy Corporate/VIP experiences or via an "Official Ticket Partner" without the need for Membership (if you are willing to pay more). Memberships for the peasants are solely a revenue generating exercise!

Also highlights how piss easy their European Cups were. There should be a clear distinction between European Cups and Champions Leagues, completely different tournaments. Liverpool got 4 soft European Cups then bleat on as if they won 6 Champions Leagues..
