I get what you are saying but sometimes quality players can come from non-football playing countries, take Davies at Bayern for example. Its rare but it does happen.It'd be like the best English basketball player liking his chances with the Lakers.
Speaking of American players, the only one I would like to see here is Weston Mckennie. He would be the closest thing to a Milner (yes i know, I hate the bastard) replacement. He's one of those players that can play across the pitch - DM, box to box, winger or a full back and he probably wouldn't cost a lot of money.
