Funny how you're both so quiet on Syria. I've checked and there's not a peep from either of you about the horrific acts there and the indiscriminate murder of civilians on a daily basis. But plenty about the evil Jews.
It was a war and Hezbollah were firing rockets within close proximity to the compound. Hezbollah fighters had also been seen entering the compound. Peres was Prime Minister at the time and had no more responsibility for Qana than Churchill had for every civilian bombing raid. In fact Peres had less, as civilian bombing in WW2 was a strategic choice whereas the shelling of Qana was a battlefield operation.
