It's an unnecessary addition to the article aimed at belittling someone for joining City. You have reverse paranoia!!!

Or maybe it is simply an addition to get the word count up and provide a bit of context in relation to the games that are being played this weekend and Monday?!

If you want to over analyse the wording you could see it as the writer's way of applauding Silva in being prepared to face the toughness of the English Premier League rather than going for the glory of appearing in the world's greatest club clash...

Silva is the player I have been most excited about, and looks great already. Thought he may have had trouble settling in, but maybe the presence of tevez and Zab (Spanish speakers) and Torres and reina down the road has been a great settler.
