Once a year Penn State has a "white out" game when there is a big matchup at home, the team usually responds with a W, it would be awesome if City can pull something off like they do.

No doubt they would rather have fans buying something blue from the souvenir store and containers around the ground instead of people wearing something blue they've already bought.
Maybe one day the club will put revenue aside and join in with what the fans are doing? TBF to the club, they do push the coach welcoming well.
