As an unashamed fan of The Jam (and The Clash incidentally), I'm not at all convinced Strummer's lyrics were taking aim at Paul Weller who, by this point, was writing songs full of anger at the political establishment. Instead, I'd prefer to believe it was attacking the broader issue of punk having become nothing more than a financial commodity to be exploited by the record companies. Indeed, it could be argued that Weller's political outlook was in many ways aligned to that of Strummer in that their lyrics talked not about tearing everything down but described what they saw as inequality around them and challenged the status quo. If, however, there is irrefutable evidence that The Jam were the target, I'll just have to take it on the chin!Also pays reference to The Jam (apparently) with the line "the new groups, are not concerned, with what there is to be learnt.
