A blind adjudicator there is clear contact.I understand the process for reviewing a possible penalty is for the VAR to recommend to the referee that he should consult the monitor to decide. The VAR must have decided it clearly was not a penalty.
The only plausible reason for this is corruption. What other explanation is there?
