The Germany international has been attracting interest from a host of clubs in the wake of his continued frustrations at the Allianz Arena.
Podolski joined Bayern from Cologne in 2006, but has struggled to hold down regular first-team football ever since.
His former employers are believed to have tabled a 7.5million euros (£7.2m) approach to take him back to Rhein Energie Stadion, but that will not be enough to secure his signature.
"We have said we want a double figure sum (in millions) and if we are not offered that then the interested club will not recruit the player," Bayern's general manager Uli Hoeness told the tz daily.
"Cologne do not want to pay what we are seeking."
Hoeness also confirmed that he is hoping to have offloaded Podolski 'by the end of January', with Tottenham, Manchester City, Roma and Marseille all reported to have expressed an interest.
Bayern have already completed a deal which will see Hamburg's Croatia international Ivica Olic arrive in the summer as a direct replacement

Maybe because Bayern already have 2 world class strikers and Podolski has put in a transfer request, not saying he has but he's been muttering for some time now about lack of first team opportunities.
Just because he can't push Klose and Luca Toni out of the first team doesn't mean he is shit, he won't have that sort of competition at City :p
