There is no such thing as safe standing. You could fall over at anytime. Sitting is almost as perilous. Lying down is the only safe way to watch any sport as you are already on the ground.

It's nothing to do with what competition you're playing in. If you are a Premier League or Championship club you have to have an all seater stadium. If you have an all seater stadium then the ground safety certificate is issued on that basis. It's a condition of entry to the stadium that supporters obey the stadium safety rules or they can face ejection. We know that there is a certain amount of tolerance on this by the club in certain sections, but the fact is, there is no loophole that would allow standing for different competitions.

Not quite true. You can stand in the championship.

How would it increase the capacity when people would be stood where a seat would of been?

Because when you sit down your body is covering two steps, the one your feet are on and the one your arse sits over. Standing means you only need one step per person.

I don't think there would be a significant increase in numbers. It's designed just to allow people to stand safely...

The seat is already attached to the barrier. For games it is required to be used (European / International games) the seat is unlocked and capacity reduced (though the seat itself is not used).
For every 1000 seats, 1800 can stand (apparently 9 people take up the space of 10 seated)
So an area of 3000 seated caters for 5400 standers. That is a significant increase.

Exactly, why do you think Dortmund's capacity for Bundesliga games (with standing allowed) is around 84,000 but in the champs league (where it isn't) it's down to 64,000 (as v City)
