The Black Cats could have made life difficult for the Blues in their pursuit of a stop-gap stand in for crocked Shay Given, who dislocated his shoulder in Sunday's goalless draw with Arsenal.
But Sunderland allowed the Hungarian international to make the three-game switch to Eastlands with the minimum of fuss, unlike Birmingham City who wanted a fee running into millions before considering allowing Joe Hart to return early from a season-long loan.
Hart was City's original choice for a replacement in the wake of Given's injury.
With the club's second and third-choice keepers also out of action, the Blues had been left with only Faroe Islands' keeper Gunnar Nielsen to call on. But they were surprised by Birmingham's request for compensation, as insurance in case the Midlands club dropped down the table as a result of Hart's departure.
The Football Association then decided that Hart would not be allowed to swap Birmingham for Manchester anyway – because it might give the Blues an unfair advantage over rivals Tottenham Hotspur, Aston Villa and Liverpool, who are all competing for fourth place in the Premier League.
Hart has just been voted Premier League Goalkeeper of the Season and the FA were desperate to avoid a repetition of the legal issues which arose between West Ham and Sheffield United over the Carlos Tevez affair, when West Ham enjoyed an unfair advantage in their battle against relegation in the 2006-7 season.
That paved the way for Fulop as a solution to City's problems – as a recognised Premier League number two keeper, Sunderland made life easy for City by waiving discussions over financial considerations.
Manager Steve Bruce said: "We didn't want to make life difficult for City and we didn't want to stand in Marton's way. He goes there with our blessings."
Fulop is set to play in all three of City's remaining games, beginning with Aston Villa on Saturday and will then look to move on in the summer.
Bruce revealed: "Marton's got a year left on his contract but we expect him to move on.
"I had a choice to make over who was my number one keeper and I decided that would be Craig Gordon, which left Marton understandably unhappy.
"He wants to be number one keeper in order to further his international ambitions with Hungary and I can understand how he feels. The move to City is a good one for him and a good one for us.
"It allows a player in our squad who is not getting games right now, to get more games under his belt. And it also gives the lad a chance to put himself in the shop window."
