I take that as we have more in the budget for this year if we can offload the guys we want to offload, and we're willing to swoop if our targets become available - however I see the latter part being very unlikely.

He certainly isn't saying we're definitely spending another £100m & offloading Hart, Bony, Nasri, Mangla & Toure - even if that would be the ideal world (of the club; not necessarily the fans).
