I attended the England game in Doha in Nov and they used blue glow-sticks before the game, each fan being handed 2 going through the turnstiles. The effect was amazing and I thought about it when they did the 'blue moon' at the home game against Chelsea.
The down side is you're likely to get some plank throwing them and then every other plank will follow, before you know it the pitch will be littered with them just before kick-off!!!!!
