If the tenant pays the energy bill thay get the cash. HMO's where the rent is all inclusive the landlord pays the energy bill which is what the support is for so in theory should avoid rent rises for longer.
Edited as delivered through energy bill not council tax.

Some probably will, but most won’t. Most people in the bracket to get the £650 will use it to keep their kids and vulnerable family members warm.
