I am not 100% sure, but I think the money is because they're building new 'green' steel plants in the UK, which will cost billions, and this is a contribution towards that (I believe that asked for 1.5b towards the 3b cost originally).I knew I’d seen that happening but could not comprehend why they are now shutting down.

They were saying that the can't afford to keep the current steel production going in the meantime, as they're losing money.
How much of that is true I don't know, but they have said they're committed to staying in the UK once the new plants are built.
