To the extent that if one says something linked with a select group its instantly shot down.

South Asian Gangs run around taking the piss with no rules, drug dealing and flaunting their temporary wealth openly yet if one says this it's instantly shot down as being racist.

I think anywhere there are poor ethnic minorities, you have such gangs. There does however appear to be a big problem with racing culture here in the one you mention (could be middle eastern ones too), as well as with other driving offences (e.g. with invalid licences - case in point, a lad I know that was driving a BMW round town at 14/15). I'm not sure why, but it's concerning when you see it near enough every week in town and have to be more cautious than usual crossing certain roads.
