handles the ball deliberately (except for the goalkeeper within his own penalty area) unless said player plays for Manchester city in which case any contact with the arm, hand or shoulder is to be awarded as a penalty to the opposition.

Handles the ball deliberately.... That's the confusion. I bet 90% of pens awarded for handball weren't deliberate handball. You very rarely see an outfield player intentionally touch the ball with his hands
