It's a clear penalty. Whenever the guy behind the man falls over at the same time, it's pretty much evidence that he's leaning on the attacker or tangled with them. (if you aren't touching the attacker, why has him falling over caused you to fall as well?)

Penalty for me. It is soft but any player stupid enough to make that sort of challenge in quite literally the last seconds of the match should be punished if for no other reason than educational benefit.
