I think part of it might be respecting the national team and the fact he has a qualifier tonight. Wouldn't shock me if it is announced after that.

I've found this info on the Premier League site which states the window shuts tonight at 7pm, and reopens on Monday. Any players bought from this date can still play in the CWC, so I suppose how long does it take to get a work permit, and assuming the rest of the paperwork is finalized.
