I've found this info on the Premier League site which states the window shuts tonight at 7pm, and reopens on Monday. Any players bought from this date can still play in the CWC, so I suppose how long does it take to get a work permit, and assuming the rest of the paperwork is finalized.

They don’t need the work permit to complete the transfer, we know that because it’s not that uncommon for clubs to buy a young kid and then get refused and have to loan them (Zuculini, Perrone). Given it’s in the USA I’m not sure he even needs a UK work permit for the CWC?

Not if they're not registered they can't. Two chances to register players for the cwc, before the end of today snd then after the group stage between 27th june -3rd July.

City might just be making the Sky reporter earn his corn and stay there until midnight.
