Toolbar greyed out

As heading really, all the options are greyed out and I can't post a picture or a video or anything much else from these options but I can post.


Using Imgur I can drop the example pic straight in.

1. Click on the three dots to the right (More options...)
2. Click on the square brackets [ ] (Toggle BB code)

The greyed out buttons should return.
