I did this last night and it made a huge difference. I still don't know how to set the upload speed to 80% though (don't see anywhere to do it). Hopefully TCIB will re-surface. P.S my internet has nothing to do with my phone lines.

Even wireless relies on your telephone line.
To set the different download/upload speeds right click on the item and it will show you Upload/Download speeds.
Change it there.

i have 20meg download from virgin, and i receive 18 meg download (speedtest.net)
so where is my other 17 meg download???
i read somewhere that my ISP connection speed is measured in megaBITS rather than megaBYTES, which leads me to think i should get 18meg down, but i would only get 1.8 meg down?? is this right?

You're confusing bits and bytes mate as you thought. Although your download speed might be sold as 20 meg depending on this distance between your house and the telephone exchange you might get a lot less, by getting 18 meg you're doing well.
If you divide that 18Mb by 8 you get the bytes, so 2.25MB is theoretically the fastest you can download. If you're using anything other than the master phone socket that gets reduced further, if you're using wifi it gets reduced further still.
Try using a wired connection into the master phone socket, if your speeds are still around 1.1MB/s you could ask Virgin customer support to look at your noise margin and line attenuation.

Vista and Utorrent , bit of a veteran on the downloading front , only starting having this problem downloading blu - ray , hd etc files to play on my 2tb media player.
