If you tell me what isp and bw package you have i can tell you outright what 80% of your uplink will be.
Microfilters have no bearing in speeds tbh.
What matters is the node your attached to and if it is oversold, the distance from local box aka fttc > your home (copper).
That and your bw specifications. I can assure anyone this is all really as i have owned and run very fast private torrent trackers (yes i beat scc on pre), and my friend is a utorrent dev.
I will speak to him tonight about the cache issue Gaz and if its being resolved in the next build.
I'm using utorrent 2.2.1 so I'm not sure if it's different in later builds for optimising upload speed to prevent throttling but I change it by going Preferences > Bandwith setting the upload rate to 90 kB/s (I'm only on a 1 meg upload so 1,048,576/8 * .7) and then checking 'Alternate upload rate when not downloading' to 0 (0 being unlimited).

anthonydunn87 all you need is Microtorrent (utorrent proper name) fuck BitTorrent and fuck Deluge.

Then set your upload speed to say 60kbs when just downloading and unlimited (0kbs) when seeding. To set your upload speed down near the clock at the bottom right of your screen you'll see a green circle with a weird U inside. Right click on that, go to upload limit, then select 60kbs.
Unless you know what you're doing stick with the public sites and stay away from private trackers.
Good public sites for everything.

Basically the above 3 site list all the latest pirate release by the various pirate (scene) groups. They help you stop downloading fakes and virus ridden shite and in some cases give you directly links to downloads. Also in the case of vcdhq it gives you an idea of the quality for video files.
Other than that you could give peerblock a try its not very good but it might help a bit. Just run the p2p blocklist before you start downloading from torrent trackers.

Peerguardian and such are just rubbish.
I have used Deluge for years challenger and it handles cache better than any other client.
The half open tcp patch does not work on 7, only the beta.
The links you privide like vcdq are not scene sites, vcdq and rlslog index p2p also.
I'm not sure you know what your talking about regarding scene and p2p tbh.

i tried bittorrent
i tried deluge
no matter what i change in both programs preferences, cache, upload speed, port forwarding, and all that jive, i only get connection speed of 1.1 mb/s.
i have 20meg download from virgin, and i receive 18 meg download (speedtest.net)
so where is my other 17 meg download???
i read somewhere that my ISP connection speed is measured in megaBITS rather than megaBYTES, which leads me to think i should get 18meg down, but i would only get 1.8 meg down?? is this right?

If your geting 1.1MB/s your getting half your advertized speeds.

You're confusing bits and bytes mate as you thought. Although your download speed might be sold as 20 meg depending on this distance between your house and the telephone exchange you might get a lot less, by getting 18 meg you're doing well.
If you divide that 18Mb by 8 you get the bytes, so 2.25MB is theoretically the fastest you can download. If you're using anything other than the master phone socket that gets reduced further, if you're using wifi it gets reduced further still.
Try using a wired connection into the master phone socket, if your speeds are still around 1.1MB/s you could ask Virgin customer support to look at your noise margin and line attenuation.
