This one he visits Gary, Indiana. Where the Jacksons grew up (he visits their house)
Gary really is fucked, wouldn't fancy living there but houses are dirt cheap (free even) if you fancy it.

 
I’ve driven through there on I-90 many times in the way to and from Chicago. Between the interstate and the lake are huge docks, steel mills and steel processing plants. On the other side is a bombed-out shell of a city. It’s a bit misleading to think of it as a post-industrial city though. In general, the steel business is still all there. It’s just that automation means you need nowhere near the numbers of people to work them compared to the ‘50s and ‘60s

Question to our American members, when you abandon a house like those hundreds in Gary, presumably you still own the land, are you still liable for council tax ?

Property tax? Yes, but depending on the jurisdiction, property value is re-assessed regularly, so your tax might rise or fall. But there is a whole business associated with buying property tax liens (typically for pennies on the dollar because the chance of repayment is slim — liens are auctioned) and trying to collect, then foreclosing on the property in lieu of payment. So you get what might be good real estate for very little or a big return on the property tax pay-off if the credit actually pays. My brother did this for a while. Some jurisdictions don’t auction unpaid liens (California e.g.) because, let’s face it, this business is a little vulture-y.
