Players can be actually signed between July1st & August 31st

Although you can afree terms & deals with a player before July, but they wouldnt be an official player uptill July1st

please look at page 150 of the Premier League hand book (can be download for the premier League web site)

then look at the list of definitions near the beginning of the book and look for the definition of the the term "Season"

after you done that come back on here and correct yourself
