They've investigated and decided that they don't have the necessary power to punish us heavily enough. I'm actually looking forward to this.Investigatory chamber/committee = the group of 8. Limited punishment powers (max is €100k fine according to David Conn)
Adjudicatory chamber = committee who can decide on heavier punishments.
All that's happened here is the process - the investigators have investigated, and passed it on. A bit like police investigating and passing to the CPS for a decision on any charges or action.
Why? What do you think will happen? UEFA ban City, City appeal to CAS, and may get it overturned. May. And even if we do, UEFA can say well we tried our best to deal with them, because the media have already set the narrative. "We are powerful cheats"I look forward to it. Fining or banning us without evidence isn't going to end well for uefa.
As well as being demonstrably incorrect, I am positive that will be the driver to stop playing nice with them, and we'll be seeking to understand on a very public and also legal level exactly why they acted on stolen information, why they interpreted that differently to the explanation, and why they knowingly tried to damage our current and future brand value and appeal,as well as who the individuals in uefa who pushed this through are.
Uefa are potentially not just questioning our integrity, but that of multinational companies and of an entire country. That goes beyond football and the fallout will see many uefa figures brought into the limelight.
I still think uefa are debating the size of the punishment, maybe thinking incorrectly that we'll take a pinch again. They should know very clearly that we will not again, we have told them this and so they need to choose between appeasing pressure from other uefa members (or out competitors) or issuing a punishment which is not supported by the evidence, relies on misinterpreted leaked emails, and will lead to a prolonged legal battle.
