As I said, it's never been the point that the fund was to be solely used for benefits. Governments have discretion to raid that so called piggy bank and have always exercised that discretion. Conversely if the fund was in deficit, the expectation would be that the government topped it up.
I might agree with you but it's not the government that tops it up but the poor taxpayer as government has no money.

Which raises another concern. Many professions have competencies and qualifications required before they can practice, yet we trust MPs to manage trillions of our money annually. Where is the governing body that sets out the competences and qualifications to become an MP?

That's a fair question. It's an interesting suggestion but real life would probably turn it into the equivalent of Rotten barons and restrict the commons to public school twits who have been coached to pass the "entrance exam".

But I suppose the answer is that the actual management is done by the technical experts within the civil service. Just as Presidents or PMs (outside of Hitler and Putin) don't make battlefield decisions.

When we look back over the years it is something that needs looking into, but the reality would make it a closed shop.

There certainly needs to be better accountability for the waste from all Governments and we simply let them get away with it

Apologies my error. Sounds like you were served a rotten egg and as happens in life you pulled your socks up and got on with it. Like millions of suppliers have to on a daily basis when companies go bankrupt and cant pay them.

We suffered our fair share of bad debt from firms going bust on us.
We owed very little to suppliers at the end as they obviously wouldn’t wait until we were paid by our customer so they had already been paid.
This household name refused to pay us for all the work we had already done for them so we could not use the funds to make the changes they wanted and the bank Nat West refused to back us any further.
We, not the bank pulled the plug immediately to avoid stringing creditors along.
None of the directors had received any salaries for months and it was the bank itself and the leasing companies that mainly missed out.
None of the employees lost out, the directors went their own way and we gave all the existing customers to the employees who set up their own business on a much smaller scale.
There are fly by night companies out there but we were definitely not one of them.

Rule by Government with expertise and competence is called a technocracy. Personally I think I would be happy if politicians could just learn to answer questions they get asked rather than answering a question they wish had been asked.
