I think the point of the report is that the UK currently has access to some 5 years of indigenous energy - that's fossil fuels in the ground and, I'd guess, energy that can be captured from the sun and moon (solar, wind, hydro, wave, tidal) or extracted as geothermal.
There may be a lot of coal in the ground still but it is not easy or economical to get out when it can be imported cheaply. Britain has not been self-sufficient in energy for yonks and 'energy security' has been an elephant in the room all that time.
By contrast, Britain has just 5.2 years of oil, 4.5 years of coal and three years of its own gas remaining.
