The thing is that the Ref was in a better position than the linesman to see if he had touched the ball, at least if he had gone to the monitor he could get a clear view of what happened.I think the referee asked the linesman if Rashford touched the ball. When he said no, he gave the goal.

The defenders and keeper change their movement due to his actions - you are being deliberately misleading if you think that only physically stopping a player from touching the ball is all that matters. His movements were an obvious action (running with it, a feint and looked about to shoot) which impacted on Ederson and the defenders - Akanji is tracking Rashford rather than the path of the ball and Ederson stopped & set for a Rashford shot. Both would have been in a better position to either play the ball or make an attempt to play the ball if Rashford had stopped running or wasn't involved at all.
